The Treasury Division is responsible for the receipt, investment, and disbursement of all City monies. Additional responsibilities include Debt management, cash & investment management, banking, and the preparation and issuance of all city payrolls.
The five major areas of responsibility within the Office of the Treasurer are:
• Investments – The Treasury Division manages the City’s short and long-term investments by investing public funds in a manner that maximizes return and provides maximum security in preserving and protecting those funds.
• Debt - In conjunction with our Financial Advisors, we issue new debt for the City and manage the debt service for existing debt.
• Cash Operations - Oversees and executes the daily activities related to payments and cash management. Key functions include management of the City of Knoxville banking relationship, and armored car services for City of Knoxville departments. • Payables and Receivables – This includes all payments to vendors, payments received from the State and the Federal Government, and credit card payments made in person or online.
