ACCESS TO CITY PROGRAMS
The City of Knoxville ensures meaningful access to City programs, services, and activities to comply with Civil Rights Title VI and ADA Title II laws and reasonably provides translation, interpretation, modifications, accommodations, alternative formats, auxiliary aids and services. The City of Knoxville administers several grants using U.S. Department of Housing and Urban Development (HUD) Community Planning Development (CPD) Funds.
CDBG - Community Development Block Grant
The CDBG Entitlement Program aims to develop viable urban communities by providing decent housing, a suitable living environment, and economic opportunities, principally for low- and moderate-income persons (<80% AMI).

HOME - HOME Investment Partnerships Grant
The
HOME Investment Partnerships Program (HOME) provides formula grants to states and localities to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to
low-income people.

ESG - Emergency Solutions Grant
The
ESG program helps individuals and families quickly regain stability in permanent housing after experiencing a housing crisis or homelessness. Activities must fall into five specific component categories: Rapid Rehousing, Homelessness Prevention, Street Outreach, or Emergency Shelter and Services.
