Parking is allowed on most residential streets and some collector arterial streets within the city of Knoxville. See Chapter 17 of the Knoxville City Code for parking and traffic regulations. Unless a parked vehicle violates one of the regulations in the City Code or is parked in a signed or yellow-curb No Parking Zone, it is legally parked on a city street. 

The Transportation Engineering Division will look at changing the existing parking regulations only under certain circumstances: 

  • Change parking in front of a church or business along its frontage to better suit its needs.

  • Change parking along an entire residential street after a survey shows a 2/3 majority of residents favor the change. The survey is started when two or more residents request the change.

  • Change parking as necessitated by emergency vehicle access issues or crime prevention issues, when requested by the Knoxville Fire Department or Police Department.

  • Change parking as necessitated by traffic safety problems along a street or at an intersection.


  • The City of Knoxville does not change parking regulations for individual residential properties. This includes the installation of accessible (or handicap) parking spaces. In most cases, disabled persons needing a parking space should try to secure one on individual private property. As with other types of parking regulations, the City of Knoxville will install an accessible space in front of a church or business, but only where a standard wheelchair accessible ramp exists.
