City Grant Applications Now Available for Funding to Support Homeless, Housing & Neighborhood Needs

Starting Monday, Feb. 3, 2020, the City of Knoxville Housing and Neighborhood Development Department (formerly Community Development) will begin accepting applications from nonprofit agencies that seek funding for programs that support the City’s housing objectives.

These grants will be awarded to groups that assist in two key categories:
 
• Supporting low- to moderate-income neighborhoods and residents with affordable housing and economic opportunity; and

• Reducing and preventing homelessness.

Application forms will be posted on Monday, Feb. 3, 2020, on the City’s website at KnoxvilleTN.gov/CityGrants
 
Two application packets will be available to request funding for activities taking place during the 2020-2021 program year, which begins July 1, 2020: 

Community Development Block Grant (CDBG) Program is funded by the U.S. Department of Housing & Urban Development (HUD) to underwrite activities that support the city’s high-priority community needs, which include stabilizing and revitalizing neighborhoods; creating economic opportunity; and enhancing the availability, accessibility and quality of affordable housing. 

These needs were designated as priorities during a public-input process conducted by City staff to create the 2020-2024 Five-Year Consolidated Plan; a draft of that plan will be available for public review and comment on April 1, 2020. 

A mandatory technical assistance workshop for CDBG applicants will be held Friday, Feb. 7, 2020, 10:45 a.m. at the Public Works Service Center, 3131 Morris Ave.  

The Homeless Grants Program
funds local agencies whose proposals serve the high-priority need of reducing and preventing homelessness in our community. Programs receiving funding will provide outreach and services to individuals and families living on the street and help prevent families and individuals from becoming homeless by re-housing them or providing emergency shelter and services. 

The main sources of funding for the Homeless Grants are federal Emergency Solutions Grant (ESG) funds and local dollars budgeted by the City of Knoxville.  

A mandatory technical assistance workshop for Homeless Grants applicants will be held Friday, Feb. 7, 2020, 9 a.m. at the Public Works Service Center, 3131 Morris Ave.  

Completed application forms for both CDBG and Homeless Grants must be received in the Housing and Neighborhood Development Department office on the 5th floor of the City County Building by 1 p.m. Friday, Feb. 28, 2020.
